Stephen and Mary Foster are the Senior Pastors and Apostolic Founders of Morning Star Church and World Outreach Center. Stephen Foster received his ministerial training from Rhema Bible Training Center, located in Broken Arrow, OK, where he graduated in 1983. Pastor Stephen is a member of the Rhema Alumni Association and the International Charismatic Bible Ministries.
